does this have the larger input splines?

  No, this has OEM size splines. If you were to change spline sizes you would have to change your clutch to a custom made clutch with different spline dimensions.

Is there anything else needed to run this shaft? Does it require to shave down 1/2 fork or it pretty much install and go? Does it have a warranty?

  No work needs to be done to install. In our industry, most, if not all hardcore race parts do not have a warranty. This also does not have a warranty. However, with that being said, we have never heard of anyone having a issue with this input shaft.

will this input shaft work on a 95-99 eclipse (non-turbo), NV-T350 tranmission?

  Nope! There are no interchangeable parts between the T350 and T850, we can think of off the top of our head.
