  These will work well, but of course the more potholes you hit, the faster the struts will wear out.

I am looking for a strut that replaces the Koni for circle track auto racing on asphalt

  There are essentially three grades of suspension for the 95-99 Neon.
  
  1) OEM type struts that use oem type springs (these KYB's) (good)
  
  2) Koni adjustables (better)
  
  3) Coilovers (absolute best) these allow for independent height, dampening adjustments and can easily be rebuilt and or changed for your desired settings.

If I have a 99 R/T will these give me as responsive a ride as stock or would Konis be a closer fit?

  These are standard OEM style replacement struts. Koni's allow for custom dampening, which makes for a big improvement in handling.
